Descripción

JOB PURPOSE The Programme Policy Officer (PPO) will coordinate the school-based programme, support efforts to include other school-based activities, and contribute towards the engagement and strengthening of WFP cooperating partners. The PPO will supervise and oversee other staff members. KEY ACCOUNTABILITIES (not all-inclusive) Provide technical advice on the school-based programme strategy and design, including objectives, activities, transfer modalities, assessment, ration and operational aspects to inform the programme scale-up and development of further activities in WFP Venezuela, in line with WFP country strategy and the practical realities of operating in the field, translating WFP corporate school meals and social protection policy into operations.  Provide advice on policy and operational issues for implementing the school-based programme, other complementary and food assistance activities, ensuring consistency with WFP policies, the country context, characteristics of government and cooperating partner engagement, and other relevant guidance. Provide guidance to cooperating partners, government and other partners on their roles and responsibilities in the implementation of the school-based programme and other related activities. Support coordination with UN agencies, NGO partners, government and other key stakeholders in identifying where food assistance and complementary activities through schools can be usefully employed, complementarity of efforts as relevant, and provide support and technical expertise for the planning, formulation and implementation of these interventions.  Support, as required, with the establishment, maintenance and follow up of operational partnerships and field level agreements (FLA) with cooperating partners.  Contribute to operational research and evidence building on issues relevant to school meals and school-based programme activities, as well as other related food assistance activities. Coordinate distribution planning and operational procedures for the school-based programme implementation, liaising with relevant units and the field. Follow up on the resource situation of assigned projects, including budget requirements, procurement requirements, commodity availability, liaising with relevant units. Conduct stakeholder mapping and develop a network of credible contacts in the geographical areas to facilitate WFPs operational readiness, continuity of operations and scale up.  Support the capacity building activities for NGO partners and school personnel in aspects related to the operationalization of the school-based programme, its components and other related activities. Lead, motivate and develop a team of staff to enable high performance. Other tasks as required. Builds and maintains sustainable partnerships Establish associations: Builds partnerships by identifying and promoting opportunities for mutual areas of interest and benefit Collaborate to achieve common goals: Collaborates with partners to deliver common objectives by sharing information and working together on agreed solutions STANDARD MINIMUM QUALIFICATIONS Education:  University degree in International Affairs, Social Sciences, Communications, or other relevant area. Languages: Fluent in English and Spanish. DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE At least 4 years of post-graduate experience in the humanitarian sector, with previous experience in programme design and/or implementation. Experience working in school feeding and/or social protection programmes is desirable. DESIRED SKILLS Excellent knowledge of the humanitarian and political context in Venezuela.  Strong analytical skills, including ability to draw conclusions and recommend a course of action.  Excellent communication skills, including the ability to write clearly and concisely.  Ability to think creatively, proactively, and problem-solve with flexibility and adaptability.  Strong interpersonal and diplomatic skills with ability to establish effective relations with communities, authorities, colleagues and partners staff.  Ability to maintain a high degree of judgement, discretion and confidentiality.
